RESUMEN
La satisfacción de las necesidades de la población resulta la primicia de las instituciones socioculturales cubanas y para el logro de este propósito confieren todos los recursos que poseen. La investigación persigue como objetivo diseñar un plan de acciones para las instituciones socioculturales del municipio Colombia, que posibilite un mejor aprovechamiento del Museo Municipal Rogelio Rojas Tamayo, en respuesta a los intereses de la comunidad. De este modo se parte del papel de los museos en la preservación sostenible de la cultura y el patrimonio, así como su potencial para beneficiar a los comunitarios. Apoyados en métodos y técnicas de nivel teórico y empírico se realiza un análisis del trabajo de las instituciones socioculturales del territorio con el Museo Municipal, así como un diagnóstico a la comunidad del Reparto Progreso para el sustento de la propuesta en aras de cumplir con el objetivo trazado.

ABSTRACT
The satisfaction of the needs of the population is the first fruit of the Cuban socio-cultural institutions and for the achievement of this purpose they confer all the resources they possess. The research pursues the objective of designing an action plan for the sociocultural institutions of the Colombia municipality, which enables a better use of the Rogelio Rojas Tamayo Municipal Museum, in response to the interests of the community. In this way, it is based on the role of museums in the sustainable preservation of culture and heritage, as well as their potential to benefit the community. Supported by methods and techniques of theoretical and empirical level, an analysis of the work of the sociocultural institutions of the territory with the Municipal Museum is carried out, as well as a diagnosis of the community of the Reparto Progreso for the sustenance of the proposal in order to meet the traced objective.
