RESUMEN
El estudio de las políticas científicas evidencia una evolución del pensamiento en América Latina, sin embargo, resulta insuficiente la sistematización de los principales elementos que demuestran este proceso en el contexto latinoamericano. En la concepción de dichas políticas ha sido poco abordado el rol que desempeña la universidad. Por ello la investigación tiene como objetivo general analizar el rol de la universidad dentro de la concepción de políticas científicas en América Latina desde el pensamiento latinoamericano. El estudio utiliza la metodología cualitativa, se emplean los métodos teóricos: histórico – lógico, analítico – sintético e inductivo – deductivo, además del análisis de contenido como técnica de investigación. Lo novedoso del tema radica en su contribución al estudio del Enfoque Social de la Ciencia y la Tecnología desde la tradición de pensamiento latinoamericano, específicamente a partir de la comprensión del rol de la universidad en las décadas '80 y '90 del siglo XX en América Latina. Los resultados están enfocados a determinar el rol que desempeña la universidad como institución académica generadora de conocimientos por excelencia y principal actor de los sistemas sociales con particularidades específicas en la concepción de políticas científicas en las décadas '80 y '90 del siglo XX en América Latina.

SUMMARY
The study of scientific policies shows an evolution of thought in Latin America; however, it is insufficient to systematize the main elements that demonstrate this process in the Latin American context. In the conception of these policies the role played by the university has been little addressed. For this reason the research has as general objective to analyze the role of the university within the conception of scientific policies in Latin America from Latin American thought. The study uses the qualitative methodology, the theoretical methods are used: historical - logical, analytical - synthetic and inductive - deductive, in addition to content analysis as research technique. The novelty of the theme lies in its contribution to the study of the Social Approach of Science and Technology from the tradition of Latin American thought, specifically from the understanding of the role of the university in the 1980s and 1990s in the Americas Latina. The results are focused on determining the role of the university as an academic institution generating knowledge par excellence and main actor of social systems with particularities in the conception of scientific policies in the 1980s and 1990s in Latin America.
