RESUMEN
El presente trabajo lleva como título “Programa de Auditoría Social: aplicación en el caso de obras sociales” y está encaminado a diseñar y aplicar un programa de Auditoría Social para controlar, monitorear y evaluar la ejecución de obras sociales, además de contribuir, con la participación ciudadana, a fortalecer el control interno en las obras sociales en ejecución, propiciando la disminución de hechos de corrupción e incremento de la eficiencia en el manejo del presupuesto destinado para dichos fines. Esta investigación se realizó en el municipio Manzanillo, provincia de Granma, tomando a la remodelación del parque Carlos Manuel de Céspedes como objeto de estudio. El trabajo está estructurado por el diseño del programa y su validación de forma práctica y por criterios de expertos, donde se obtiene los resultados, se realizan las conclusiones y se hacen recomendaciones.

ABSTRACT
The present work carries like title “ You Program of Social Audit: Application in the event of social works ” and you are aimed at laying plans and to apply a Social audit program to control, to monitor and to evaluate the execution of social works, in addition to contribute, with the civic participation, to strengthen the internal control in the social running works, propitiating the decrease of facts of corruption and I increase in the efficiency in the handling of the budget destined for the aforementioned intentions. This investigation sold off at the municipality Olive Tree, Granma's province itself, turning to the restoration of the park Carlos Manuel of Céspedes as I raise objections of study. The work is structured for the design of the program and his validation as a rule of thumb and for experts' criteria, where the results are obtained, the findings come true and recommendations are done
