RESUMO
As políticas públicas de turismo do Paraná seguem os mesmo princípios sugeridos pelo Plano Nacional de Turismo 2007-2010, entre eles o da inclusão. Sobre a inclusão, a SETU – Secretaria de Estado do Turismo do Paraná utiliza-se do planejamento turístico participativo, o qual esta pesquisa entende por ser a inserção de grupos como, público, o mercado, os técnicos e comunidade local no processo de planejamento turístico. Visto isso, esta pesquisa tem objetivo: analisar como se efetiva a elaboração do planejamento turístico participativo inserido no documento denominado Políticas Públicas de Turismo do Paraná 2008-2011. Para atingir tal objetivo, a metodologia utilizada foi revisão literária sobre políticas públicas, participação e cidadania, planejamento turístico, estrutura pública do turismo e planejamento turístico participativo. Posteriormente uma análise do plano vigente, seguida por uma entrevista com a coordenadora de planejamento da SETU. Esta pesquisa analisa o processo de planejamento focando os participantes e percebe-se que a teoria pode ser muito diferente da realidade.

ABSTRACT
As national policy, state, provincial and municipal interconnected public policy tour of Paraná follows the same principles, among them the inclusion. About inclusion, SETU - Secretary of State for Tourism of Paraná is used participatory tourism planning, the means by which this research is the inclusion of groups such as, public market, the coaches and the local community in tourism planning process. Based on this, this research has the general objective: To assess how effective the preparation of participatory tourism planning inserted in the document called Public Policy Tourism Paraná 2008-2011. To achieve this goal, the methodology used was literature review on public policies, participation and citizenship, tourism planning, tourism and public infrastructure of participatory tourism planning. Subsequently, an analysis of the current plan, followed by an interview with the coordinator of planning for SETU. This research examines the planning process and focusing the participants realize that the theory may be very different from reality.
