RESUMO

O grande desafio do mundo nos próximos anos será convergir desenvolvimento econômico com sustentabilidade. Nesse sentido a busca para ampliar a participação de energias sustentáveis nas matrizes energéticas de tanto países desenvolvidos como de países em desenvolvimento deverá cada vez sofrer mais pressão da comunidade internacional. Nesse ambiente alguns países da America Latina e Caribe podem beneficiar-se, já que possuem clima propício para produção de bicombustíveis como etanol e biodiesel. A crescente demanda da União Européia e Estados Unidos por etanol e biodiesel, tornariam esses países em exportadores, contribuindo principalmente para a segurança energética e para o crescimento rural dos países da região que estão entre os que mais sofrem com a pobreza extrema, além de estarem contribuindo para segurança geopolítica internacional, já que muitos dos conflitos internacionais no passado e na atualidade iniciam pela busca de  fontes energéticas. Face de esses fatos, o presente estudo objetiva verificar quais os principais benefícios que a produção e o comércio internacional de biocombustíveis podem trazer aos países em desenvolvimento que apresentam vantagem comparativa e quais são os obstáculos nos diversos macro-ambientes a serem superados para que a comercialização internacional destes produtos contribua para o desenvolvimento econômico destes países.

BIOFUELS AND INTERNATIONAL TRADE:
Opportunities and challenges for Latin America and Caribbean

ABSTRACT

The great challenge of the world will be to converge in the coming years economic development with sustainability. In this sense the quest to broaden participation in sustainable energy in the energy matrix of  both developed and developing countries will increasingly suffer more pressure from the international community. In this environment some countries in Latin America and the Caribbean can benefit as they have climate conducive for production of biofuels such as ethanol and biodiesel. The increasing demand of European Union and the United States for ethanol and biodiesel, would make these countries become exporters, contributing to energy security and rural growth in the countries of the region that are among the most affected by extreme poverty, and also contribute to international geopolitical security, as many international conflicts in the past and today are initiated by looking after energy sources.  In view of these facts, the study´s objective is to determine what the main benefits that the production and international trade of biofuels may bring to developing countries that have comparative advantage and what are the obstacles in different macro-environments that have to be overcome for the international exports of these products may contribute to the economic development of these countries.
