RESUMO

Para que o turismo efetive a melhoria da qualidade de vida das populações receptoras, apresenta-se essencial que o processo de planejamento do desenvolvimento turístico dos destinos se oriente respeitando as capacidades e dinâmicas próprias de cada realidade e, neste sentido perseguindo a melhoria das capacidades de leitura, organização, reflexão, planejamento, controle e regulação do desenvolvimento dos territórios que se deseja desenvolver, tendo o turismo como uma alternativa financiadora.

Por este motivo é que se propôs a investigação do Plano Diretor Participativo (PDP), como um utensílio capaz de orientar o planejamento público do desenvolvimento turístico dos municípios para o seu desenvolvimento integral e sustentável. Como resultado, este estudo aponta o PDP como uma ferramenta potencial para o planejamento do desenvolvimento turístico sustentável dos municípios brasileiros.

THE PARTICIPATORY MUNICIPAL MANAGEMENT PLAN (PDP) AS REFERENCE TO INTEGRAL AND SUSTAINABLE DEVELOPMENT PLANNING OF TOURIST MUNICIPALITIES

ABSTRACT

To tourism becomes effective to improve the quality of life of the receptor it appears essential that the planning process of touristic development in the destinations to the east while respecting the capacities and dynamics of each reality and, thus pursuing the improvement of reading skills, organization, reflection, planning, control and regulation of development the territories that want to develop, with tourism as an alternative funding.

It is therefore proposed that the investigation of the Participatory Master Plan (PDP) as a tool capable of guiding the public planning of touristic development of cities for the integral development and sustainable. As a result, this study shows the PDP as a potential tool for planning sustainable tourism development of the Brazilian municipalities. However it was found that, despite their potential supervisor, the PDP has not been widely used as a reference for planning the development of cities, by a series of additional grounds, including the absence of municipal planning in actions related to the development of tourism.
