RESUMEN

El escaso desarrollo turístico en la Región de los Llanos, ubicada al Sudeste de la Provincia de La Rioja, impulsó a llevar a cabo la presente investigación.

Esta Región comprende el Circuito Turístico denominado “Ruta de los Caudillos”, integrado por siete departamentos, de los dieciocho que componen la provincia.

Por tratarse de un área muy amplia, se decidió comenzar con un estudio de caso: la Ciudad de Olta, cabecera del Departamento General Belgrano.

El proyecto pretende realizar un estudio integral desde el punto de vista natural, económico, social y político en la toma de decisiones, como base para la promoción de un desarrollo turístico sustentable.

Se eligió a Olta, por la viabilidad que presenta para llevar a cabo la investigación, debido al tamaño pequeño de la ciudad de 4.052 habitantes (censo 2001), y a la vocación particular que ha demostrado a través de los años en pos del desarrollo turístico de su departamento.

Está ubicada al Sudeste de la Provincia de La Rioja, y al Este de la Sierra de los Llanos.

Desde el punto de vista del paisaje como atractivo turístico, presenta una considerable potencialidad, basada en su geomorfología, clima y vegetación. Por esta razón, es considerada el oasis de los Llanos Riojanos.

Partimos del interrogante si existe un estudio integral previo a la promoción turística.

En base a los resultados de la investigación, se pretende elaborar propuestas de acción participativa en forma consensuada con el municipio local, la población y otros actores sociales vinculados a esta temática.

En una segunda instancia, se intentará transferir la metodología de trabajo a los otros municipios que integran el Circuito Turístico “Ruta de los Caudillos”: Dpto. Ángel Vicente Peñaloza (Cabecera TAMA); Dpto. Juan Facundo Quiroga (MALANZAN); Dpto. Rosario Vera Peñaloza (CHEPES); Dpto. General San Martín (ULAPES); Dpto. General Ortiz de Ocampo ( CATUNA) y Dpto. Chamical (CHAMICAL) .

En consecuencia, los objetivos generales, son:

*Favorecer el desarrollo turístico sustentable del Circuito “Ruta de los Caudillos”, en la Región de los Llanos de La Rioja.

*Instituto de Investigación de la Realidad Riojana (IIRR)-SECyT-UNLaR.

*Contribuir a la integración regional desde el punto de vista turístico.

Y como objetivos específicos:

*Realizar un estudio integral: natural, social y económico en la Ciudad de Olta, cabecera del Departamento General Belgrano, como base para la promoción y desarrollo turístico.

*Conocer la intervención del Estado provincial y municipal en esta temática.

*Considerar la visión de los habitantes del lugar para el desarrollo de la actividad turística.

ABSTRACT

The little tourist development in the Region of the Level ones, located to the Southeast of the Province of the Rioja, impelled to carry out the present investigation. This Region understands the Tourist Circuit denominated "Route of the Caudillos", integrated by seven departments, of the eighteen that compose the province. To be a very ample area, it was decided to begin with a case study: the City of Olta, head of the General Department Belgrano.

The project tries to make an integral study from natural, economic, social and political the point of view in the decision making, as it bases for the promotion of a sustainable tourist development. It was chosen to Olta, by the viability that present to carry out the investigation, due to the small size of the city of 4,052 inhabitants (census 2001), and to the particular vocation that has demonstrated through the years in pos of the tourist development of its department. It is located to the Southeast of the Province of the Rioja, and to the East of the Mountain range of the Level ones. From the point of view of the attractive landscape like tourist, it presents a considerable potentiality, cradle in his geomorfología, climate and vegetation. Therefore, the oasis of the Level Llanos Riojanos is considered.

We left from the question if an integral study to the tourist promotion exists previous. On the basis of the results of the investigation, it is tried to elaborate proposals of participativa action in form decree with the local municipality, the tie population and other socials actors to this thematic one. In one second instance, it will be tried to transfer the methodology from work to the other municipalities that integrate the Tourist Circuit "Route of the Caudillos": Dpto.
