La gestión urbana es la suma de las muchas formas en que los individuos e instituciones planifican y administran los asuntos comunes de la ciudad por lo que está íntimamente vinculada con el bienestar de la ciudadanía. Mediante una buena gestión urbana se proporciona a los ciudadanos la plataforma que les permitirá emplear toda su capacidad para mejorar sus condiciones sociales y económicas.

La ausencia de un instrumento que mida la gestión urbana llevó a la elaboración de un sistema de indicadores que permite medir cambios en esa condición o situación a través del tiempo, facilita mirar de cerca los resultados de iniciativas o acciones para evaluar y dar surgimiento al proceso de desarrollo y orientan cómo se puede alcanzar mejores resultados.

Para el estudio se toma como referencia la ciudad de Cienfuegos teniendo en cuenta su papel protagónico como cabecera provincial y su clasificación de 1er orden, además la existencia de la bahía como accidente geográfico distintivo que potencia y magnifica su condición de ciudad costera, así como por las complejas relaciones que se establecen en la temática urbano ambiental que permite abordar los retos del desarrollo sostenible en la localidad.

Se destaca cómo la metodología utilizada es aplicable para la evaluación de la gestión urbana en la ciudad de Cienfuegos, a través del sistema de indicadores de ordenamiento urbano establecido que definen las líneas de actuación a seguir para lograr una correcta gestión urbana.

Summary

The urban administration is the sum in the many ways in that the individuals and institutions plan and it administer the matters common of the city for what is intimately linked with the well-being of the citizenship. By means of a good urban administration it is provided the citizens the platform that will allow them to use all their capacity to improve their social and economic conditions. The absence of an instrument that measures the urban administration took to the elaboration of a system of indicators that allows to measure changes in that condition or situation through the time, it facilitates to look at the results of initiatives or actions closely to evaluate and to give emergence to the development process and it guide how it can reach better results.

For the study it takes like reference the city of Cienfuegos keeping in mind their protagonist paper as provincial head and their classification of 1er order, also the existence of the bay like accident geographical distinguishing characteristic that power and it magnifies their condition of coastal city, as well as for the complex relationships that it settle down in the thematic one urban environmental that allows to approach the challenges of the sustainable development in the town. It stands out how the used methodology is applicable for the evaluation of the urban administration in the city of Cienfuegos, through the system of indicators of established urban classification that it defines the performance lines to continue to achieve a correct urban administration.
