RESUMEN
El mundo actual se caracteriza por la globalización e interconectividad de mercados complejos con procesos dinámicos e impredecibles. En algunos casos los efectos de la globalización actúan a favor del desarrollo socioeconómico de las regiones agrícolas con características rurales. Sin embargo, estos efectos también pueden desestabilizar la estructura socioeconómica y el medio ambiente de este tipo de sistemas territoriales. Ante esta situación, los tomadores de decisiones encargados de la creación de políticas para impulsar el desarrollo regional están obligados a materializar acciones que representen respuestas veloces, eficaces y flexibles ante los retos del sistema global. En este trabajo se argumenta que las políticas orientadas a impulsar el desarrollo sustentable y competitivo de regiones agrícolas con características rurales requieren de un enfoque sistémico prospectivo y multidisciplinario. Se propone un marco holístico y un modelo para el análisis de estrategias orientadas a insertar las economías agrícolas regionales en el contexto global utilizando principios sustentables y competitivos. Esto representa un aporte a la discusión teórica relacionada con el desarrollo regional desde el enfoque de sistemas.

SYSTEMS THINKING APPLIED TO THE ANALYSIS OF SUSTAINABLE AND COMPETITIVE DEVELOPMENT OF AGRICULTURAL REGIONS
ABSTRACT
Today's world is characterized by the globalization and interconnectivity of complex markets with dynamic and unpredictable processes. In some cases the effects of globalization work in favor of the socioeconomic development of agricultural regions with rural characteristics. However, these effects can also destabilize the socioeconomic structure and the environment of these types of territorial systems. Faced with this situation, decision makers in charge of creating policies to promote regional development are obliged to carry out actions that represent swift, efficient and flexible responses to the challenges of the global system. In this paper it is argued that policies aimed at promoting the sustainable and competitive development of agricultural regions with rural characteristics require a prospective and multidisciplinary systemic approach. A holistic framework and model are proposed for the analysis of strategies aimed at inserting regional agricultural economies in the global context using sustainable and competitive principles. This represents a contribution to the theoretical discussion related to regional development from a systems approach.
