RESUMEN
El tema que se trata es inexplorado, mismo que posee múltiples aristas, cómo la protección de datos versus la creación de los mismos, la afectación de los derechos humanos para este sector vulnerable donde no cuentan con oportunidades y sobreviven de la dádiva o lo que encuentran a su paso, en ese transitar constante por las calles de San Luis Potosí. La investigación tiene un enfoque cualitativo, presenta una metodología descriptiva, se reflexiona respecto a las preguntas: ¿Qué es persona? ¿Qué son los derechos humanos? ¿Qué es la identidad? ¿Qué son los datos biométricos? ¿Qué es una enfermedad mental de una persona en situación de calle?
Las causa por las cuales las personas llegan a estar en situación de calle o tener un padecimiento mental son diversas, en la actualidad a consecuencia del COVID-19 se han sobrevenido muchas afectaciones de salud mental, por eso se proponen consideraciones para del diseño de políticas públicas de información y base de datos biométricos como un derrotero que coadyuve a disminuir esta enorme asimetría que existe con las personas con problemas de salud mental en situación de calle, logrando el reconocimiento de personas extraviadas, acceso a los servicios, atención en la salud, generación de expedientes clínicos y en suma disminuir la brecha y generar la ruta para que puedan gozar de los derechos humanos.

ABSTRACT
The subject in question is unexplored, which has multiple edges, such as data protection versus the creation of data, the impact of human rights for this vulnerable sector where they do not have opportunities and survive on the gift or what they find in his wake, in that constant transit through the streets of San Luis Potosí. The research has a qualitative approach, presents a descriptive methodology, reflects on the questions: What is a person? What are human rights? What is identity? What is biometric data? What is a mental illness of a homeless person? The causes for which people become homeless or have a mental illness are diverse, currently as a result of COVID-19 many mental health affectations have occurred, that is why considerations are proposed for the design of policies public information and biometric databases as a path that helps to reduce this enormous asymmetry that exists with people with mental health problems living on the street, achieving the recognition of lost people, access to services, health care, generation of clinical records and, in short, reduce the gap and generate the route so that they can enjoy human rights.
