LA PLANIFICACIÓN Y PLANEACIÓN PARA EL SANEAMIENTO DE LAS FINANZAS EN LAS FORMAS DE PRODUCCIÓN NO ESTATAL (UBPC, CPA y CCS) DEL MUNICIPIO JESÚS MENÉNDEZ.

RESUMEN             

Las cooperativas agropecuarias, en sus dos formas, las de producción y las de créditos y servicios, consignadas en la Ley de Reforma Agraria del 17 de mayo de 1959 y su desarrollo acelerado a partir del I Congreso del Partido Comunista de Cuba, han constituido una forma avanzada de producción socialista y propiciado, además, el desarrollo social de la vida campesina como uno de los principios de la política agraria de la Revolución. La Cooperativa de Producción Agropecuaria es una entidad económica que representa una forma avanzada y eficiente de producción socialista con patrimonio y personalidad jurídica propios, constituida con la tierra y otros bienes aportados por los agricultores pequeños, a la cual se integran otras personas, para lograr una producción agropecuaria sostenible. La Cooperativa de Créditos y Servicios es la asociación voluntaria de los agricultores pequeños que tienen la propiedad o el usufructo de sus respectivas tierras y demás medios de producción, así como sobre la producción que obtienen.  Es una forma de cooperación agraria mediante la cual se tramita y viabiliza la asistencia técnica, financiera y material que el Estado brinda para aumentar la producción de los agricultores pequeños y facilitar su comercialización. Tiene personalidad jurídica propia y responde de sus actos con su patrimonio. Las Unidad Básica de Producción Agropecuaria están constituidas con trabajadores provenientes de las empresas estatales, las tierras que les han sido traspasadas en calidad de usufructo y los medios de producción comprados al Estado. Estas UBPC se clasifican de acuerdo a su actividad fundamental en cañeras (atendidas por el Ministerio del Azúcar y no cañeras (atendidas por el Ministerio de la Agricultura), dedicadas a cultivos varios, cítricos, frutales, café, tabaco y a la ganadería.

ABSTRACT

Agricultural cooperatives, in their two forms, those of production and those of credits and services, established in the Agrarian Reform Law of May 17, 1959 and their accelerated development from the First Congress of the Communist Party of Cuba, have constituted a an advanced form of socialist production and also fostered the social development of peasant life as one of the principles of the agrarian policy of the Revolution. The Cooperativa de Producción Agropecuaria is an economic entity that represents an advanced and efficient form of socialist production with its own patrimony and legal personality, constituted with the land and other assets contributed by small farmers, to which other people are integrated, to achieve a sustainable agricultural production. The Credit and Services Cooperative is the voluntary association of small farmers who have ownership or usufruct of their respective lands and other means of production, as well as the production they obtain. It is a form of agrarian cooperation through which the technical, financial and material assistance that the State provides to increase the production of small farmers and facilitate their commercialization is processed and made viable. It has its own legal personality and is responsible for its actions with its assets. The Basic Agricultural Production Units are made up of workers from state companies, the lands that have been transferred to them as usufruct and the means of production purchased from the State. These UBPCs are classified according to their fundamental activity in sugarcane plants (run by the Ministry of Sugar and non-sugarcane plants (run by the Ministry of Agriculture), dedicated to various crops, citrus, fruit, coffee, tobacco and livestock.
