RESUMEN
El presente trabajo de investigación, está orientado a comprender el papel que juegan los funcionarios públicos en el ámbito del turismo. Es una investigación de orden descriptivo en la que destaca la importancia de la profesionalización del funcionario en la gestión pública y la relación que guarda con el desarrollo turístico local. El caso de estudio se aborda desde la perspectiva de los funcionarios públicos, encargados de la administración turística municipal en la Huasteca Potosina, región posicionada como la segunda más visitada del estado, con reconocimiento nacional e internacional en destinos de turismo de naturaleza. Se aplica la metodología de la investigación acción, a través de las técnicas: documental y de campo, así como la aplicación de entrevistas estructuradas a funcionarios públicos de cinco municipios turísticos, que registran al año los mayores flujos de visitación. Los resultados permiten conocer la evolución que ha tenido la región en términos de desarrollo turístico y la relación con el desempeño de los funcionarios en turismo, su capacidad de gestión, el grado de asociacionismo existente entre los sectores y las políticas públicas implementadas, de tal manera que se identifiquen áreas de oportunidad que hoy día representen verdaderos retos de profesionalización y competitividad turística para la región.

ABSTRACT
The present research work is aimed at understanding the role played by public officials in the field of tourism. It is a descriptive investigation in which the importance of the professionalization of the official in public management and the relationship it has with local tourism development stands out. The case study is carried out in the Huasteca Potosina, where the development of tourism activity allows it to position itself as the second most visited region of the state with national and international recognition in destinations focused on nature tourism. The methodology of action research is applied, through the techniques: documentary and field, as well as the application and statistical analysis of structured interviews to tourist officials of five municipalities, which register the highest rates of visitation per year. The results allow to know the evolution that the region has had in terms of tourism development in relation to the performance of local administrators, their management capacity, the degree of associationism existing between the sectors and the public policies implemented, in such a way that they are identified problems or areas of opportunity that today represent real challenges of competitiveness and tourism sustainability for the region.
