RESUMEN

En Cuba existe en la actualidad un panorama político y social favorable para el desarrollo de formas asociativas municipales, de conformidad con la voluntad de perfeccionamiento institucional que se deriva de los documentos rectores para el desarrollo sostenible. La autonomía municipal es uno de los aspectos novedosos que contiene el proyecto de constitución de la República de Cuba; ello constituye un reto para las administraciones territoriales y constituye una novedad crucial para la administración pública en Cuba y la sociedad en general. En el presente trabajo se valora lo regulado en la Carta Magna Cubana, se exponen diferentes definiciones relacionadas con el tema, se analiza como la universidad mediante el impacto social causado por la formación académica de posgrado puede incidir junto al municipio en la detección y solución de las necesidades sociales. Todo lo anterior debe centrarse en un entorno favorable para que los funcionarios, ciudadanos y las organizaciones estén realmente preparados para una sociedad global basada en la innovación y la gestión del conocimiento que les permita alcanzar los resultados esperados en el cumplimiento de su encargo social. El objetivo del artículo es: analizar la relación existente entre el impacto social de la formación académica de posgrado universitario y la autonomía municipal ejercida por el gobierno.

THE SOCIAL IMPACT OF GRADUATE EDUCATION AND MUNICIPAL AUTONOMY

ABSTRACT

In Cuba there is currently a favorable political and social panorama for the development of municipal associative forms, in accordance with the will for institutional improvement derived from the guiding documents for sustainable development. Municipal autonomy is one of the novel aspects contained in the draft constitution of the Republic of Cuba; this is a challenge for territorial administrations and constitutes a crucial novelty for public administration in Cuba and society in general. In the present work, what is regulated in the Cuban Magna Carta is evaluated, different definitions related to the subject are exposed, it is analyzed how the university through the social impact caused by the academic postgraduate can influence together with the municipality in the detection and solution of social needs. All of the above should focus on a favorable environment so that officials, citizens and organizations are really prepared for a global society based on innovation and knowledge management that allows them to achieve the expected results in the fulfillment of their social task. The objective of the article is: to analyze the relationship between the social impact of university graduate education and the municipal autonomy exercised by the government.
