APROXIMACIÓN AL ESTUDIO DE LA GESTIÓN DEL TRANSPORTE PÚBLICO URBANO Y SUBURBANO EN HOLGUÍN, CUBA

RESUMEN

El transporte público es un servicio indispensable para la calidad de vida en las ciudades modernas. Un sistema de transporte organizado y eficiente puede generar notorias externalidades positivas mediante la organización del espacio público y el amueblamiento urbano, entre otros. América Latina tiene retos sustanciales que afrontar en el sector del transporte para los que son necesarios búsquedas de soluciones. El transporte público en Cuba apuesta por el mejoramiento de su sistema de gestión, por la importancia que este servicio tiene para la sociedad. Holguín, capital de la provincia, ocupa el tercer lugar a nivel municipal por su cantidad de habitantes y obtiene la categoría de ciudad de primer orden en el Sistema Urbano Nacional. De ahí la importancia de esta investigación, cuyo objetivo es desarrollar un procedimiento de gestión integral del transporte público urbano y suburbano en Holguín, para favorecer altos niveles de eficiencia y eficacia en los servicios; los que, en la actualidad, no se alcanzan dada la inexistencia de un enfoque del transporte público como proceso multifactorial en este contexto.  La investigación se desarrolla con la aplicación de métodos teóricos y empíricos, que se encaminan a lograr el análisis histórico del problema, determinar su estado actual y diseñar metodológicamente como resolverlo. Los resultados de la investigación tienen un valor teórico - práctico y social, por su novedad y pertinencia en la sociedad cubana en los tiempos actuales.

APPROACH TO THE STUDY OF URBAN AND SUBURBAN PUBLIC TRANSPORT MANAGEMENT IN HOLGUÍN, CUBA

ABSTRACT

Public transportation is an indispensable service for life´s quality at the modern cities. An organized and efficient transportation system can generate clearly visible positive externalities whit the organization of urban public space. Latin America has substantial challenges that to face at the transportation sector for that are necessary the quests of solutions. Cuba´s public transportation search for the improvement of it management system, for importance that have this service for society. Holguin city, province´s capital, occupied the third place in quantity of habitants to municipal level and obtains the First order city category in the Urbane National System. From it born the importance of this investigation, whose objective is to develop a procedure for the integral management of the urbane and suburbanite public transportation in Holguin, to favor high levels of efficiency and efficacy in the services; who in the present moment, not enough once for the non-existence of a public transportation focus like multi-factorial process in this context.  The investigation develops with the application of theoretic and empiricists methods, to get the historic analysis of the problem, to determine it present-day status and metodologic designing like solving it. The research findings have a theoretic - practice and social value, for it new thing and pertinence in the Cuban society at modern times.
