RESUMEN
El desarrollo de la presente investigación permitirá el mejoramiento de la dirección institucional, a partir de la metodología con carácter sistémico y procesal, considerando el enfoque funcional de la dirección que se materializará a través de un procedimiento que contendrá las mismas cualidades en su diseño. La Educación Técnica y Profesional tiene su origen en la sociedad y a esta a su vez van sus productos, Su desarrollo adquiere una importancia creciente a partir de los cambios que están ocurriendo en el modelo económico y la implementación del III Perfeccionamiento Educacional que, en este nivel educativo, comprende la elaboración de los planes y programas de estudios y la necesidad de asegurar la calificación requerida, a partir de la elaboración de los contenidos en formas de sistemas donde se tenga en cuenta el encadenamiento productivo con la participación de agente y agencias. La formación profesional de obreros calificados, técnicos medios y oficios tienen como aspecto esencial el “aprender haciendo” y el “saber hacer” partiendo de sus características. Se desarrolla como parte del propio proceso educativo, sin embargo, ha sido estudiada en menor amplitud. Sin dejar de ser objeto de investigaciones de diferentes autores, el desarrollo histórico de este nivel educativo técnica aún es un campo de necesario estudio y es imprescindible continuar en este camino.

ABSTRACT
The development of this research will allow the improvement of the institutional management, based on the methodology with a systemic and procedural nature, considering the functional approach of the management that will materialize through a procedure that will contain the same qualities in its design. Technical and Professional Education has its origin in society and its products are in turn. Its development acquires increasing importance from the changes that are occurring in the economic model and the implementation of the III Educational Improvement that, at this level educational, includes the elaboration of study plans and programs and the need to ensure the required qualification, from the elaboration of the contents in forms of systems where the productive chain is taken into account with the participation of agents and agencies. The essential aspect of the professional training of qualified workers, middle technicians and trades is "learning by doing" and "knowing how to do" based on their characteristics. With the revolutionary triumph and the nationalization of education, there is a turnaround in Technical and Professional Education. It is offered to those wishing to pursue mid-level career training. It is developed as part of the educational process itself; however it has been studied to a lesser extent. Without ceasing to be the object of research by different authors, the historical development of this technical educational level is still a field of necessary study and it is essential to continue on this path.
