RESUMEN
La Constitución de la República dispone como funciones rectoras del Estado la orientación, fomento y promoción de la educación y las ciencias desde todas sus áreas de conocimiento. En consecuencia, la gestión de la ciencia, tecnología e innovación se sustenta en una plataforma política que garantiza y favorece la realización de aportes y avances científico-tecnológicos, sustentada en los principios y valores de la sociedad. La investigación muestra una propuesta para la creación de una empresa de interfaz en la Universidad de Holguín, que permita promover la transferencia de bienes, servicios, tecnologías y otros intangibles derivados de la investigación, desarrollo e innovación hacia el sector productivo y social. Esta propuesta permite disponer a la entidad de recursos económicos financieros derivado de transferencias realizadas desde el sistema empresarial, inversores potenciales y personas participantes para lograr un mayor impacto en el desarrollo económico y social de la institución y el país en general.

ABSTRACT
The Constitution of the Republic provides as governing functions of the State the orientation, development and promotion of education and science from all areas of knowledge. Consequently, the management of science, technology and innovation is based on a political platform that guarantees and favors the realization of scientific-technological contributions and advances, based on the principles and values of society. The research shows a proposal for the creation of an interface company at the University of Holguín, which allows promoting the transfer of goods, services, technologies and other intangibles derived from research, development and innovation to the productive and social sector. This proposal allows the entity to have financial economic resources derived from transfers made to the business system, potential investors and participants to achieve a greater impact on the economic and social development of the institution and the country in general.
