RESUMEN

En países como Cuba, uno de los desafíos que enfrenta la educación superior es poder contar con el aseguramiento material y financiero necesario que pueda dar respuesta al desarrollo tecnológico, a la construcción de infraestructuras adecuadas que favorezca el incremento de las condiciones de estudio, trabajo y vida de la comunidad universitaria y a la constante formación del capital humano, con altas competencias ante las exigencias del proceso de globalización. Además, en el marco de la actualización del modelo económico cubano, el uso eficiente de los recursos y el logro de impactos favorables con estos constituye una prioridad para las universidades, reforzado por el proceso de integración de la educación superior, lo que ha contribuido a fortalecer los procesos sustantivos y por otro lado a incrementar las necesidades de recursos materiales y financieros. Todo esto complejiza las decisiones, lo que evidencia la necesidad de herramientas de gestión más integrales que favorezcan el desarrollo institucional. El objetivo de este artículo es mostrar la propuesta de un índice integral para el control del aseguramiento material y financiero que favorezca la toma de decisiones en las universidades cubanas.

COMPREHENSIVE INDEX FOR THE CONTROL OF MATERIAL AND FINANCIAL ASSURANCE IN CUBAN UNIVERSITIES

ABSTRACT

In countries like Cuba, one of the challenges facing higher education is to be able to have the necessary material and financial assurance that can respond to technological development, to the construction of adequate infrastructure that favors an increase in study, work and education conditions. life of the university community and the constant formation of human capital, with high skills in the face of the demands of the globalization process. In addition, within the framework of updating the Cuban economic model, the efficient use of resources and the achievement of favorable impacts with them constitutes a priority for universities, reinforced by the process of integration of higher education, which has contributed to strengthen substantive processes and, on the other hand, increase the needs for material and financial resources. All this complicates decisions, which shows the need for more comprehensive management tools that favor institutional development. The objective of this article is to show the proposal of a comprehensive index for the control of material and financial assurance that favors decision-making in Cuban universities.
