RESUMEN
La implementación de un procedimiento para la identificación de prioridades normativas en la Asamblea Municipal del Poder Popular de Holguín, responde a las necesidades del territorio en materia de Desarrollo Local en el nuevo marco de la autonomía municipal, pues, a partir de la aprobación de la Constitución de la República de Cuba, proclamada en fecha 10 de abril de 2019, se ha desarrollado un amplio proceso legislativo a nivel nacional, que no ha tenido una adecuada instrumentación en el municipio. De ahí, que las máximas estructuras de gobierno de la provincia Holguín, han solicitado la participación de la Universidad para potenciar el desarrollo local y la asesoría en cuanto a las estrategias de desarrollo de cada municipio, donde el componente jurídico es uno de los elementos de este proceso, y la elaboración desde bases científicas de un procedimiento que permita identificar las relaciones sociales que deben ser reguladas mediante normas jurídicas, así como la prioridad temporal de su aprobación, representa un aporte significativo desde la universidad para el desarrollo del municipio Holguín, teniendo en cuenta además, la importancia que reviste el establecimiento de una prelación normativa que contribuya a la organicidad institucional de nuestro territorio.

ABSTRACT
The implementation of a procedure for the identification of normative priorities in the Municipal Assembly of the People's Power of Holguín, responds to the needs of the territory in terms of Local Development in the new framework of municipal autonomy, therefore, from the approval of the Constitution of the Republic of Cuba, proclaimed on April 10, 2019, a broad legislative process has been developed at the national level, which has not had an adequate implementation in the municipality. Hence, the highest government structures of the Holguín province, have requested the participation of the University to promote local development and advice regarding the development strategies of each municipality, where the legal component is one of the elements of This process, and the elaboration from scientific bases of a procedure that allows identifying the social relations that must be regulated by legal norms, as well as the temporal priority of their approval, represents a significant contribution from the university for the development of the Holguín municipality, having It also takes into account the importance of establishing a normative priority that contributes to the institutional organicity of our territory.
