LA PROFESIONALIZACIÓN DE LOS EDUCADORES DESDE LA MIRADA DE LAS POLÍTICAS PÚBLICAS PARA LA EMS

RESUMEN

Históricamente, la Educación Media Superior (EMS) en México ha tenido problemas que no le han permitido mejorar notoriamente sus resultados educativos. En cada periodo de gobierno se diseñan planes desde las políticas públicas, a través de diversas estrategias dirigidas para que los estudiantes transiten por esta etapa de la educación de una mejor manera. Sin embargo, hasta la segunda década de este siglo la EMS sigue siendo un obstáculo para un gran número de alumnos, ya que se siguen padeciendo los mismos síntomas con los niveles de abandono y de eficiencia terminal que reflejan. En este estudio, se revisan las propuestas políticas que fueron diseñadas para este sector de la educación en los últimos tres sexenios, en particular de las acciones que emprendieron para fortalecer la función de los docentes y directores de las escuelas. Más adelante se reflexiona sobre los resultados de cada proyecto educativo y los alcances que han tenido. Al final, se formula una propuesta como alternativa para impulsar las carreras de los docentes y directivos mediante la profesionalización de sus funciones educativas, que les permita fortalecer sus prácticas de gestión en las escuelas, y así puedan contribuir en mejorar los resultados que tanto le hacen falta a la EMS.

THE PROFESSIONALIZATION OF EDUCATORS FROM THE VIEW OF PUBLIC POLICIES FOR EMS

ABSTRACT.

Historically, Higher Secondary Education (EMS) in Mexico has had problems that have not allowed it to significantly improve its educational results. In each period of government, plans are designed from public policies, through various strategies directed so that students go through this stage of education in a better way. However, until the second decade of this century, EMS continues to be an obstacle for a large number of students, since they continue to suffer from the same symptoms with the levels of abandonment and terminal efficiency that they reflect. In this study, the political proposals that were designed for this sector of education in the last three six-year terms are reviewed, in particular the actions undertaken to strengthen the role of teachers and school directors. Later on, we will reflect on the results of each educational project and the scope they have had. In the end, a proposal is formulated as an alternative to promote the careers of teachers and managers through the professionalization of their educational functions, which allows them to strengthen their management practices in schools, and thus can contribute to improve the results that make them so much. missing from EMS.
