RESUMEN.                                           

Entre los tópicos fundamentales de la Ciencia Política, en tanto esfera de la vida social, se encuentran el estudio sobre las democracias. Hacia su interior, las investigaciones sobre calidad de la democracia expresan la necesidad de conformar nuevas categorías de análisis que puedan explicar sus manifestaciones, complejidad y posibilidades actuales. En el contexto latinoamericano la transición democrática ha incorporado la necesidad de indagar las posibilidades y los obstáculos que garantizan o frenan su realización. Este artículo trata de justipreciar una parte de los análisis sobre la democracia que no atienden las particularidades históricas de su respectiva evolución en el contexto latinoamericano. Se propone como objetivo valorar críticamente las insuficiencias de los estudios sobre calidad de la democracia para develar las carencias del modelo tecnológico reduccionista impuesto hegemónicamente que anula las garantías y posibilidades que potencialmente alberga aquella forma de gobierno.

QUALITY OF DEMOCRACY IN LATIN AMERICA

CRITIQUE OF PROCEDURAL TECHNOLOGICAL REDUCTIONISM

ABSTRACT.

Among the fundamental topics of political science, as a sphere of social life, is the study of democracies. Inwardly, research on the quality of democracy expresses the need to develop new categories of analysis that can explain its manifestations, complexity and current possibilities. In the Latin American context, the democratic transition has incorporated the need to investigate the possibilities and obstacles that guarantee or hinder its realization. This article attempts to justify some of the analyses of democracy that do not take into account the historical particularities of its respective evolution in the Latin American context. The objective is to critically assess the inadequacies of studies on the quality of democracy in order to reveal the shortcomings of the hegemonically imposed reductionist technological model that cancels out the guarantees and possibilities that this form of government potentially harbors.
