GESTIÓN DE AVANCE DE PROYECTOS DE DESARROLLO LOCAL

RESUMEN

La Universidad de Guantánamo instrumenta un modelo organizacional para el desarrollo local de acompañamiento al gobierno, que define las prioridades en que se debe trabajar para desarrollar exitosos proyectos locales con el uso eficaz y eficiente de los recursos, donde la gestión del conocimiento y su forma de trasmitirla deben garantizar el liderazgo local y crear las capacidades locales que den respuesta a su desarrollo.  Frente a esta tarea se encuentra el Grupo de Desarrollo Local encargado fundamentalmente de gestionar el avance de los proyectos de desarrollo local  de la Universidad de Guantánamo, donde el progreso es controlado a través de la aplicación de una métrica que permite controlar, dar seguimiento y mantener informados a todos los interesados del estado real de avance de los mismos. La presente investigación fue enfocada al desarrollo de  un sistema informático, el cual permite elevar la eficiencia en  la gestión del avance de los proyectos de desarrollo local, posibilitando acceder a la información de manera rápida, generar reportes que apoyan en la toma de decisiones oportunas, los resultados de su aplicación sirven de base para futuras estimaciones y planificaciones, logrando la reducción de recursos y tiempo de trabajo, convirtiéndose en un aporte vital al desarrollo exitoso de los mismos.

ADVANCE MANAGEMENT OF LOCAL DEVELOPMENT PROJECTS

SUMMARY

The University of Guantánamo instruments a Model of Organization for the local development to the government that defines the priorities in which you must work in order to develop successful local projects with the effective and efficient of the resources where the negotiation of the knowledge and its way of transmission must guarantee the local leadership and create the local capacities that give answer to its development. In charge of this task it is found the Group of Local Development  at Guantánamo University charged fundamentally of negotiating the advance of the projects of local development in   the province, where the progress is controlled through the application of a metrics that allows to control, give continuation and keep informed to all the people interested in the real state of advance of the same. The present investigation  was focalized to the development of an informative system through a Web application, which will allow to elevate efficiency in the negotiation of the advance of the projects of local development, facilitating the access to the information in a rapid way, generating reports that lean upon the taking of convenient decisions, the result of its application would serve as a base for future estimations and planning’s, obtaining the reductions of resources and times of working, becoming itself in a vital contribution to the successful development of the same.
