RESUMEN
El presente artículo tiene por objeto el estudio y análisis del derecho de asilo y de la normativa sobre personas refugiadas en las distintas regulaciones y legislaciones a distintos niveles, dentro de los respectivos contextos histórico-sociales, con la finalidad de investigar la respuesta política y presuntamente humanitaria otorgada desde distintas instituciones, y el reto que se presenta en las futuras decisiones políticas y jurídicas sobre el derecho de asilo y la figura de las personas refugiadas. La educación sobre estas cuestiones y la evaluación didáctica de las mismas no puede quedar exenta en prácticamente ningún ámbito social, siendo la inmigración entendida como una posibilidad de desarrollo local, frente a visiones etnocéntricas y xenófobas de partidos políticos y colectivos que periódicamente están en auge y que tanto dolor han causado históricamente.

ABSTRACT
The purpose of this paper is to study and analyze the right to asylum and the regulations on refugees in the different regulations and legislations at different levels, within the respective historical-social contexts, in order to investigate the political and allegedly humanitarian response granted from different institutions, and the challenge that arises in future political and legal decisions on the right to asylum and the figure of refugees. Education on these issues and the didactic evaluation of them cannot be exempt in practically any social sphere, being immigration understood as a possibility of local development, against ethnocentric and xenophobic visions of political parties and collectives that are periodically booming and that have caused so much pain historically.
