METODOLGÌA PARA TRANSVERSALIZAR EL GÉNERO EN PROYECTOS MEDIANTE LA PLATAFORMA ARTICULADA PARA EL DESARROLLO TERRITORIAL

RESUMEN

La participación de las mujeres en el desarrollo no ha sido limitada a edificar conceptos, intereses y necesidades de género para la construcción de marcos analíticos en los procesos de desarrollo. Bajo esta perspectiva surge el término transversalizaciòn de la perspectiva de género cuya idea es integrar las cuestiones de género en la totalidad de los programas sociales. Cuba abrió sus espacios municipales para aceptar este enfoque y actualmente se reconoce que no solo ha traído beneficios económicos, sino que ha mitigado las brechas de géneros. En el municipio Yaguajay se han desarrollado proyectos exitosos que en su implementación tuvieron en cuenta la introducción de ejes transversales con este enfoque, todo lo cual sirve como antecedentes a la Plataforma Articulada para el Desarrollo Integral Territorial (PADIT). El presente trabajo tiene como objetivo desarrollar una propuesta metodológica que facilite la transversalizaciòn del enfoque equidad y género en las iniciativas o proyectos locales que se desarrollan en el municipio dentro del marco de PADIT. Para ello se propone una metodología basada en la aplicación de una herramienta metodológica que permite incluir en cada apartado del proyecto acciones específicas para trasformar la realidad del tema gènero a partir de diagnósticos, indicadores y variables. Todo ello apoyado en técnicas como la observación, la encuesta y la entrevista que concluyeron mostrando que actualmente las instituciones sociales dan lugar a las desigualdades entre mujeres y hombres por el desconocimiento del tema y les faltan mecanismos procedimentales y metodológicos para fortalecer el enfoque de equidad y género.

METHODOLOGY TO TRANSVERSE THE GENDER IN PROJECTS THROUGH THE ARTICULATED PLATFORM FOR TERRITORIAL DEVELOPMENT

ABSTRACT

The participation of women in development has not been limited to construct gender concepts, interests and needs for the construction of analytical frameworks in development processes. From this perspective comes the term gender mainstreaming, the idea of which is to integrate gender issues into all social programs. Cuba opened its municipal spaces to accept this approach and it is currently recognized that it has not only brought economic benefits, but has also mitigated gender gaps. In the Yaguajay municipality, successful projects have been developed that in their implementation took into account the introduction of transversal axes with this approach, all of which serves as a background to the Articulated Platform for Territorial Development (PADIT). The present work aims to develop a methodological proposal that facilitates the mainstreaming of the equity and gender approach in local initiatives or projects that are developed in the municipality within the framework of PADIT. For this, a methodology is proposed based on the application of a methodological tool that allows including in each section of the project specific actions to transform the reality of gender based on diagnoses, indicators and variables. All this supported by techniques such as observation, survey and interview that concluded showing that currently social institutions give rise to inequalities between women and men due to ignorance of the subject and lack procedural and methodological mechanisms to strengthen the focus on equity and gender.
